Registration
The Federations have to confirm their participation up to 20th February 2015.
The registration of the team composition has to be done until 30th May 2015.
Article 2
The following chess federations are entitled to take part in the Mitropa Cup 2015:
Open section:
Austria, Croatia, Czech Republic, France, Germany, Hungary, Italy, Slovakia, Slovenia and Switzerland.
Women’s section:
Austria, Croatia, Czech Republic, France, Germany, Hungary, Italy, Slovakia, Slovenia and Switzerland.
Each delegation will consist of 4 players, a reserve player (open tournament) and 2 players plus one reserve player for women tournament, one of them acts as captain. Each country will be provided with accommodation in double bedded rooms or triple bedded apartments with full board from 13th June 2015 to 22nd June 2015. The fee for extra single room is 25 € per person/day.
Additional rooms are availa at the price of 80 € per person/day (single room) and 55 € per person/day (double room) including full board.
According to the mutual agreement, each participating team has to pay an amount of 250 € per person to the federation organizing the event (Austrian Chess Federation). The total amount is needed to be transferred until 30 May 2015 to the following account:

Article 3
Mitropa Cup is a team event for ten European federations which will be held in two sections, the open section and the women section, played by round robin system. Each team consists of four players in the open section, two women in the women’s section. One reserve player is allowed in the team.
The results of this competition will be credited into the FIDE ELO rating list and it is possible to achieve international title norms. The pairings are made by drawing of lots at the captains’ meeting using the Berger Tables. There will be one drawing of lots for both sections. The first mentioned team in specific round has white pieces on the board(s) with odd number(s).
The order of the players, as indicated by the overall team list, cannot be altered therefore reserves may play at the bottom boards only.
Article 4
Time control is 90 minutes for 40 moves, followed by 30 minutes to finish the game with 30 seconds increment for each move starting from 1. Digital chess clocks are set in the way that additional time is added after the flag has fallen (i. e. NOT after the 40th move).
The players who are late more than 15 minutes for the round will automatically lose the game. The players cannot agree a draw in less than 30 moves without permission of the arbiter.
Unless authorized by the arbiter, mobile phones or any kinds of communication devices are banned in the playing venue and any contiguous area designated by the arbiter even if they are switched off.
Article 5
The meeting of captains and drawing of lots will take place in the playing hall on 13 June, 2015 at 8 p.m. All tournament regulations will be announced and clarified at this meeting.
The team captain shall present exact list of 4 players and 2 women players in board order who are to play in each round to the arbiter (or deputy arbiter) – from 10 a.m. to 10.15 a.m. for all rounds played in the afternoon hours and from 10 p.m. to 10.15 p.m. on the day before the last round.
If a team does not deliver the team composition for the concrete round, it has to play in the same board order of the previous round (in 1st round without reserve player).
All team compositions will be published on the tournament’s website. Regarding the role of the captains, Article 13 of the FIDE Tournament rules (Handbook FIDE C.05) applies:
(a) The role of a team captain is basically an administrative during a game. Depending on the regulations of the specific competitions, the captain is required to deliver a written list naming the players in board order at the specific time, to announce pairing to the players, to sign the protocol indicating the results in the match at the end of the play, etc.
(b) Whenever a team captain speaks to one of his players, he should do so only through or in the presence of an arbiter using a language the arbiter can understand.
(c) A captain is entitled to advise the players of his team to make or accept an offer of draw or to resign a game, unless the regulations of the event stipulate otherwise. He must confine himself only to brief information, based solely on the circumstances pertaining to the match. He may say to a player, “offer a draw”, “accept the draw”, or “resign the game”. For example, if asked by a player whether he should accept an offer of draw, the captain should answer “yes”, “no”, or delegate the decision to the player himself. He shall give no information to a player concerning the position on the chess board and/or the clock times, nor consult any other person and/or computer the state of the game. The captain shall refrain from any intervention during play.
(d) Players are subjects to the same prohibitions. Even though there is competition a team loyalty in a team, which goes beyond a player’s individual game, the game of chess is basically a contest between two players. For this reason, a player must have the final say over the conduct of his own game. Although the advice of the captain may weigh heavily with the player, he is not compelled to accept that advice. Likewise, the captain cannot act on behalf of a player and his game without the knowledge or consent of the player.
(e) A team captain should encourage his team always to follow both the letter and the spirit of Article 12 of the FIDE Laws of Chess concerning the conduct of the players. Team competitions, in particular, should be conducted in the spirit of the highest sportsmanship.
Article 6
Tournament director is Werner Csrenko. The Chief Arbiter of the tournament is IA Manfred Mussnig. Deputy Arbiter is FA Walter Kastner and online Transmission is done by Karl Theny.
A player or his team captain may appeal against any ruling made by the Chief Arbiter or one of his assistants. Written appeals with the fee of € 100 are acceptable no later than one hour after the finish of the last game of the specific round.
Decisions about such protests are taken by the Appeals Committee, elected at the captain’s meeting. The Appeals Committee consists of the Chairman, two members and two reserve members.
The Chairman, the members and reserve members shall be from different federations. No member of the Appeals Committee involved in the dispute shall rule in that dispute. If the appeal is resolved in teams in good faith, the fee will be returned and the arbiter’s decision overruled. The decision of the Appeals Committee is final.
Article 7
The final ranking is established separately for the open and women’s section.
The final ranking is made by the number of match points each team obtained (2 points for a win, 1 point for a draw, 0 point for a loss).
In case of equality, the tie is broken by:
1. Game points.
2. The results of the teams in the same point group according to the number of match points.
3. Sonneborn-Berger points based on the result of the match (the sum of the scores of the opponent teams, each multiplied by the scores achieved against this opponent team).
The best players on the boards will be awarded individual board prizes. For this purpose, the player’s performance score is calculated if the player takes part in at least 6 rounds for basic players or 4 rounds for reserve players.
The board winner becomes the player with highest performance rating wins.
In case of a tie it shall be broken by:
(a) mutual results (if all played with each other);
(b) percentage point score,
(c) final ranking of a team, the player in the highest ranked team wins.
For calculations of performance rating, the maximum rating difference of two players shall be 400 points. In the case of not played games for all calculations the current FIDE Tournament Rules shall be applied.
Trophies will be awarded to the first three teams, individual prizes for the first players on the boards.
